Garage conversion plans: what a US permit needs
Turning a garage into a bedroom, office or family room changes it from storage into living space, and in the United States that almost always means a building permit. The building code then treats the new room like any other room in the house. Here is what the drawings show and which rules the room has to meet.
Updated 2026-10-19. Section numbers below are from the 2021 International Residential Code (IRC). Your state or city may adopt a different edition or amend it, and the version your building department enforces is the one that counts. Zoning rules, such as replacing the lost parking, are separate and set by your city or county.
What the drawings usually include
- Existing floor plan. The garage as it stands today, with the rooms next to it, doors, windows, the water heater or furnace if they are in the garage, and the slab level step down from the house.
- Proposed floor plan. New walls, doors and windows, each room named with its size, and the ceiling height.
- Garage door infill. How the big opening is closed: the new wall framing, what it sits on, insulation, and any new window or door in it.
- Electrical plan. Outlets, lights, switches and smoke alarms.
- Heating and insulation. How the room is heated and the insulation in walls, ceiling and floor, which follows the energy code your state has adopted.
- Site plan, when the outside changes or the city asks how parking is handled.
Rules the new room has to meet
| Item | 2021 IRC requirement | Section |
|---|---|---|
| Ceiling height | At least 7 ft in habitable space | R305.1 |
| Room size | Habitable rooms (kitchens excepted) at least 70 sq ft and at least 7 ft in every horizontal direction | R304.1, R304.2 |
| Daylight | Glazing at least 8 percent of the floor area (glazed area divided by room floor area); glazing can be left out only where mechanical ventilation and artificial light of 6 footcandles at 30 in above the floor are both provided | R303.1 |
| Fresh air | Openable window area at least 4 percent of the floor area, unless mechanical ventilation is provided under the exception | R303.1 |
| Heat | Able to hold 68°F where the winter design temperature is below 60°F | R303.10 |
| Bedroom escape opening | Each sleeping room needs one: at least 5.7 sq ft net clear (5.0 sq ft at grade floor), at least 24 in high and 20 in wide | R310.1, R310.2.1, R310.2.2 |
| Escape opening sill | No more than 44 in above the floor | R310.2.3 |
| Smoke alarm | In each sleeping room and outside it | R314.3 |
A worked example
A garage measures 20 ft by 20 ft inside, 400 sq ft. The plan is a 12 ft by 14 ft bedroom along the back and the rest as a family room.
| Check | Calculation | Result |
|---|---|---|
| Bedroom area | 12 ft x 14 ft | 168 sq ft, over 70 |
| Bedroom glazing | 168 sq ft x 8 percent | at least 13.44 sq ft of glass |
| Bedroom openable area | 168 sq ft x 4 percent | at least 6.72 sq ft that opens |
| Escape opening | Net clear opening of the window when fully open | at least 5.7 sq ft (5.0 at grade floor) |
| Family room | 400 sq ft minus 168 sq ft | 232 sq ft before walls |
One window can serve both the glazing and the escape rule if it is big enough. Walls take area, so the finished rooms come out slightly smaller than these figures.
Things that catch people out
- The floor. Garage slabs are often lower than the house floor and slope toward the door, so the plan has to show how the floor is leveled and insulated.
- Equipment. A water heater or furnace in the garage stays in the plan and may need its own enclosure or access.
- Parking. Some zoning codes require the lost parking spaces to be replaced elsewhere on the lot. Ask the planning department early.
- A second home. A conversion with its own kitchen and bathroom becomes an accessory dwelling unit, with its own rules. See our ADU permit drawings guide.
Where we fit
We draw the existing 2D floor plan of your garage and the rooms beside it from your measurements and photos, the starting sheet for the conversion drawings. The first plan is free with FIRSTPLAN and each extra plan is $10.
Free first 2D floor plan
New customers get one 2D floor plan of one floor of their home free, one per new customer. Use the code FIRSTPLAN on the quote form.
- What you send: the room measurements of that floor (a hand sketch with numbers is fine) and photos of each room.
- What you get: an as-built 2D floor plan of that floor as a PDF, drawn from your measurements.
- When: usually within 5 US business days after we have your measurements and photos. If we are behind, we tell you the date before we start.
- No card, nothing to pay, no obligation to order anything else.
- More plans: first plan free with FIRSTPLAN, each extra plan $10 (another floor or another property).
A plan drawn from your measurements is not a survey, an engineered design or a permit approval. Your building department decides what it accepts. We are not architects or engineers.
